वैदेशिक रोजगारको नयाँ श्रम स्वीकृति खोल्ने निर्णय

नेपाल सरकारले वैदेशिक रोजगारीमा जाने नयाँ कामदारका लागि श्रम स्वीकृति प्रदान गर्ने निर्णय गरेको छ ।  मन्त्रिपरिषद्को आइतवारको बैठकले उक्त निर्णय गरेको हो । मन्त्रिपरिषद्को निर्णय सार्वजनिक गर्दै नेपाल सरकारका प्रवक्ता अर्थ तथा संचारमन्त्री युवराज खतिवडाले उक्त जानकारी दिएका हुन् ।

 

कोभिड–१९ संकट व्यवस्थापन केन्द्र (सीसीएमसी) को असार  ५ गतेको बैठकले परिस्थिति हेरेर विदामा नेपाल आएका सहित नयाँ रोजगारीमा जाने कामदारलाई श्रम स्वीकृति दिने निर्णय गर्न सक्ने अख्तियारी मन्त्रालयलाई दिएको थियो ।  त्यसपछि वैदेशिक रोजगार कार्यालय काठमाण्डौंले असार १८ गतेबाट विदामा आएका  तथा करार अवधि वाँकी रहेकाहरुलाई पुन: श्रम स्वीकृति दिन शुरु गरे पनि नयाँ श्रम स्वीकति दिएको  छैन । सीसीएमसीले वैदेशिक रोजगारीमा जाने नयाँ कामदारहरुलाई कोभिड–१९ परीक्षणको खर्च सम्बन्धित  कामदारले नै व्यहोर्ने गरी श्रम स्वीकृति दिनु पर्ने म्याण्डेट दिएको छ । 

 

लकडाउन र अन्तर्राष्ट्रिय उडान प्रतिवन्धका कारण रोजगारदाताले भिसा दिई वैदेशिक रोजगार विभागबाट श्रम स्वीकृति प्राप्त गरेका १ लाख १५ हजार कामदार विदेश जान नपाएको र पूर्व स्वीकृति प्राप्त गरेका ३ लाख २८ हजार ६ सय ८१ जना कामदारको अन्तिम श्रम स्वीकृति हुन नसकेको भन्दै नेपाल वैदेशिक रोजगार व्यवसायी संघले  श्रम स्वीकृति सकेसम्म छिटो खुला गर्न  माग गरेको खियो । नेपाल राष्ट्र बैंकले पनि कोरोनाको संक्रमणका कारण वैदेशिक रोजगारीमा जाने कामदारहरुको संख्यासँगै विदेशबाट भित्रिने रेमिट्यान्स घट्ने क्रम जारी रहेको जनाएको छ ।

he Government of Nepal has decided to provide labor sanction for new workers going for foreign employment. The decision was taken at a cabinet meeting on Sunday. Announcing the decision of the Council of Ministers, Minister for Finance and Communications Yubaraj Khatiwada gave the information.

 

A meeting of the Covid-19 Crisis Management Center (CCMC) on June 19 gave the ministry the authority to decide whether to approve labor for new workers, including those who have come to Nepal on leave. After that, the Foreign Employment Office, Kathmandu, has started giving re-employment approval to those who have been on leave since July 3 and the rest of the contract period. The CCMC has given a mandate to the new workers going for foreign employment that the cost of the COVID-19 test should be borne by the workers concerned.

 

The Nepal Foreign Employment Businessmen's Association (NFEBA) has said that 115,000 workers who got work permits from the Department of Foreign Employment were not allowed to go abroad due to lockdown and international flight ban. It is demanded that the approval be opened as soon as possible. Nepal Rastra Bank (NRB) has also stated that the number of workers going for foreign employment is declining due to the infection of corona.
