 काठमाडौं : वैदेशिक रोजगार विभागका महानिर्देशक कुमार प्रसाद दाहालले अन्तर्राष्ट्रिय उडान र लामो दुरीका सार्वजनिक सवारी सुचारु भएपछि मात्र विभागले वैदेशिक रोजगारीमा जाने कामदारको श्रम स्वीकृति प्रदान गर्ने बताएका छन् । केही व्यवसायीहरुले श्रम स्वीकृति खुला भएको अपुष्ट समाचार सामाजिक सञ्जालमा पोष्ट गरेपछि विभागमा जानकारी माग गर्नेको संख्या बढेको थियो । 

आफुले त्यस विषयमा श्रम, रोजगार तथा सामाजिक सुरक्षा मन्त्रालयमा छलफल गरेको भन्दै महानिर्देशक दाहालले अन्तर्राष्ट्रिय उडान शुरु भएपछि मात्रै वैदेशिक रोजगारीमा जाने नयाँ कामदारको श्रम स्वीकृति शुरु गर्ने मध्यान्ह राष्ट्रिय दैनिकलाई बताए । ‘अपुष्ट समाचारले सबैलाई कौतुहलता बढाएपनि त्यसमा कुनै सत्यता छैन,’ महानिर्देशक दहालले भने ।

सरकारले भदौ १६ गतेदेखि सतर्कता अपनाएर अन्तर्राष्ट्रिय उडान शुरु गर्ने निर्णय गरेको छ । कोभिड–१९ संकट व्यवस्थापन केन्द्र (सीसीएमसी) को असार ५ गते बसेको बैठकले परिस्थिति हेरेर विदामा नेपाल आएकासहित नयाँ रोजगारीमा जाने कामदारलाई श्रम स्वीकृति दिने निर्णय गर्न सक्ने अख्तियारी श्रम मन्त्रालयलाई प्रदान गरेको थियो । मन्त्रालयको निर्देशनपछि वैदेशिक रोजगार कार्यालय काठमाडौंले असार १८ गतेबाट विदामा आएका तथा करार अवधि बाँकी रहेकाहरुलाई पुनः श्रम स्वीकृति दिन शुरु गरेको हो । गत फागुन २९ गतेदेखि वैदेशिक रोजगारीमा जाने नयाँ कामदारको श्रम स्वीकृति बन्द रहेको छ ।

सीसीएमसीले वैदेशिक रोजगारीमा जाने नयाँ कामदारहरुलाई पनि प्रचलित जनस्वास्थ्य प्राटोकल पालना गरी श्रम स्वीकृति दिनसक्ने म्याण्डेट मन्त्रालयलाई दिएको छ । सीसीएमसीले नयाँ रोजगारीका लागि विदेश जाने कामदारको कोभिड–१९ परीक्षणको रिपोर्टका लागि चाहिने खर्च सम्बन्धित कामदारले नै व्यहोर्ने गरी श्रम स्वकिृति दिन अनुमति दिएको छ ।

लकडाउन र अन्तर्राष्ट्रिय उडान प्रतिवन्धका कारण रोजगारदाताले भिसा दिई वैदेशिक रोजगार विभागबाट श्रम स्वीकृति प्राप्त गरेका १ लाख १५ हजार कामदार विदेश जान नपाएको र पूर्व स्वीकृति प्राप्त गरेका ३ लाख २८ हजार ६ सय ८१ जना कामदारको अन्तिम श्रम स्वीकृति हुन नसकेको भन्दै नेपाल वैदेशिक रोजगार व्यवसायी संघले श्रम स्वीकृति सकेसम्म छिटो खुला गर्न माग गर्दै आएको छ ।

Kathmandu: Director General of the Department of Foreign Employment, Kumar Prasad Dahal, has said that the department will issue labor permits to workers going for foreign employment only after international flights and long-distance public transport resume. The number of people seeking information from the department had increased after some businessmen posted unconfirmed news on social media that the labor permit was open.

Stating that he had discussed the issue with the Ministry of Labor, Employment and Social Security, Director General Dahal told Rastriya Dainik that the work permit for new workers going for foreign employment would be started only after the start of international flights. "Even though unconfirmed news has aroused the curiosity of everyone, there is no truth in it," said Director General Dahal.

The government has decided to start international flights on September 3 by adopting vigilance. A meeting of the Covid-19 Crisis Management Center (CCMC) on June 19 gave the Ministry of Labor the authority to decide whether to approve workers seeking new employment, including those who have come to Nepal on leave. Following the directive of the Ministry, the Foreign Employment Office, Kathmandu has started giving labor sanction again to those who have been on leave since July 3 and the remaining contract period. The work permit of new workers going for foreign employment has been closed since March 12.

The CCMC has given a mandate to the Ministry to allow new workers to go for foreign employment by following the prevailing public health protocol. The CCMC has given permission for the approval of labor to be borne by the concerned workers for the report required for the Covid-19 test report of the workers going abroad for new employment.

The Nepal Foreign Employment Businessmen's Association (NFEBA) has said that 115,000 workers who got work permits from the Department of Foreign Employment were not allowed to go abroad due to lockdown and international flight ban. It has been demanding that the approval be opened as soon as possible.
