श्रम तथा रोजगार मन्त्रालयले फ्रि भिसा र टिकटमा सरकार, व्यवसायी र कामदार सबैका लागि फाइदाजनक रहेको स्पष्ट पारेको छ। यो निर्णय लागू भएसँगै चर्को लागतमा नेपाली कामदार थोरै तलबमा रोजगारीको लागि ठगिदै विदेशिनु पर्ने प्रवृतिको अन्त्य हुने मन्त्रालयको ठहर छ। जसले गर्दा न्यून लागतमा नेपाली युवा, युवतीहरु विदेश जान पाउने छन्।
अब करार बमोजिम भनेको काम, तलब सुविधा पाउनबाट कामदार वञ्चित हुन नपर्ने मन्त्रालयलको दावी छ। यसबाट विप्रेषण नआउँदै वैदेशिक रोजगारको नाममा अवैध रुपमा करोडौं रकम विदेशिने काम रोकिने मन्त्रालयले जनाएको छ।
नेपाली युवाहरुमा उद्यम नगर्ने बरु मोटो रकम बुझाएर विदेशिने प्रवृति हावी भएको भन्दै मन्त्रालयले निशुल्क भिसा र टिकटको व्यवस्थाले मोटो रकम बुझाउने प्रबृत्ति पनि अन्त्य हुने जनाएको छ। व्यवसायीको नाममा विभिन्न विचौलियाहरुबाट अवैध रुपमा रकम असुल गर्ने कार्य पनि अन्त्य हुने मन्त्रालयको विश्वास छ।
त्यस्तै गन्तव्य मुलुकमा पुगेपछि सम्झौताबमोजिम काम र तलब नपाउने, कम्पनी फरक पर्ने, विभिन्न किसिमको ठगी र अलपत्रमा पर्ने, विमा, स्वास्थ्य उपचार, उद्धार र राहत लगायतका काममा ढिलासुस्ती र वञ्चित हुने अवस्थामा सुधार आउने मन्त्रालयले स्पष्ट पारेको छ।
यसको अनुगमन, निरिक्षण तथा कानुन कार्यान्वनका क्रममा सरोकारवाला व्यक्ति, प्रतिनिधिमूलक संस्था तथा शक्ति केन्द्रबाट हुने विरोध, असहयोग र दबाव घट्ने मन्त्रालयको आशा छ।
For perhaps the first time, this report clearly illustrates the numerous bureaucratic steps that
workers who seek employment overseas must pass. In particular, this includes a considered
assessment of Nepal's 'manpower' agencies. The author clarifies in minute detail the necessary
documents and signatures that are required to guarantee a visa, and demonstrates how this
lengthy process creates an enabling environment for abuses. By offering vivid cases studies and
personal accounts, the author shows us that it is always the migrant worker who suffers. The
majority of Nepal's migrant workers are offered no protection from injury or exploitation by their
employers and are not represented by any formal workers' organisation. This report explores these
vulnerabilities and suggests interventions that may begin to offer Nepal's growing migrant
workforce greater support.
The ILO Office in Nepal is very pleased to note that HMG/Nepal considers these issues a top
priority and has agreed to provide technical advisory services to make migration safer, more
productive and based on human dignity.
